Chloe’s owner had tied her in the backyard in the hot sun and shut her snout with a cable tie. Some neighbors noticed the dog in distress and called for help.

The RSPCA workers found Chloe in a state of near-collapse due to suffocation. Her body was overheated and she was unable to even pant, which is the usual cooling mechanism for dogs. The poor girl drank up a huge bowl full of water the moment she was freed. The RSPCA is now looking into the matter and asking for public help in the investigations. Spread the word.

Update: Cops have arrested a 48-year-old Mount Gambier man and charged him under South Australia’s Animal Welfare Act. The man claims that he intended to untie Chloe’s muzzle before leaving for work, but simply got “distracted” and forgot later.

Eventually, the owner was able to walk free with a good behavior bond for the sum of $200 AUD ($135 USD) for a period of 15 months. He has been banned from owning animals for 2 years, and is ordered to pay $1600 AUD ($1083 USD) toward Chloe’s vet bill and the legal costs. Chloe has also been re-homed. Do you think the punishment received by the owner justifies his insensitive act of cruelty? Let us know in the comments.
